Acrobat is the general PDF tool most offices already have, and for documents, forms and signatures it is the standard. For drawings at a scale, the question is whether a general tool does the particular job of review and takeoff.

When Acrobat is the better choice
If most of your PDFs are contracts, specifications, forms and correspondence rather than drawings, or your firm needs to edit, convert and sign documents in one place, Acrobat is the broader tool. Redline does not try to replace it.
When Redline is the better choice
If your PDFs are sheets drawn to a scale, and the job is to calibrate them, measure and take off quantities, Redline is built around exactly that: volumes, counts, deductions and totals grouped by subject, exported as a CSV for the estimate. Plenty of people keep Acrobat for documents and use Redline for drawings.
