Adobe Acrobat.
Acrobat is the general PDF tool most offices already have, and for documents, forms and signatures it is the standard. For drawings at a scale, the question is whether a general tool does the particular job of review and takeoff.
Can Adobe Acrobat measure construction drawings?
Acrobat Pro measures distance, area and perimeter on a PDF. What its pricing page does not describe is takeoff: volumes, counts, deductions, live totals grouped by subject, or a CSV of quantities for an estimate. Redline Pro is $150 a year against Acrobat Pro's $239.88 prepaid and is built around that takeoff work.

Is Redline cheaper than Adobe Acrobat?
Yes, on the published US prices: Redline Plus is $9 a month or $90 a year and Redline Pro $15 a month or $150 a year, against Acrobat Standard at $179.88, Pro at $239.88 or Studio at $299.88 a year prepaid. Redline also has a free plan for review markup, and every account starts with 30 days of Pro, no card.
Can I use Acrobat for quantity takeoff?
You can measure distance, area and perimeter in Acrobat Pro and Studio, and for a handful of dimensions that may be all you need. Either tool needs the sheet calibrated to scale first. Adobe's pricing page does not describe volumes, counts, deductions, subject subtotals or a quantity CSV, so for a full takeoff you would be adding up the results yourself elsewhere. Do I still need Acrobat if I use Redline?
Probably, if your work involves contracts, specifications, forms and signatures. Redline does not edit documents, convert file formats or sign anything, and does not try to. It reads and writes standard PDF annotations, so a drawing marked up in one opens in the other.
When Acrobat is the better choice
If most of your PDFs are contracts, specifications, forms and correspondence rather than drawings, or your firm needs to edit, convert and sign documents in one place, Acrobat is the broader tool. Redline does not try to replace it.
When Redline is the better choice
If your PDFs are sheets drawn to a scale, and the job is to calibrate them, measure and take off quantities, Redline is built around exactly that: volumes, counts, deductions and totals grouped by subject, exported as a CSV for the estimate. Plenty of people keep Acrobat for documents and use Redline for drawings.
